Explanation of Powers:
======================
Williams has a special powersuit that protects him and enhances his abilities. It also interacts in an unknown way with certain energies his body produces so as to allow him to "create" ranged killing attacks of variable forms, such as sharp projectiles, acid sprays, etc. The matter he creates lasts little more than a few phases, so he cannot create useful objects.

He carries a cellular phone with descrambler for communicating with headquarters.

Background:
===========
Harlan Williams was a former Navy Seal with many commendations and awards for his performance. He was eager to do more for his country so he volunteered for a top secret goverment program, one that built on previous programs such as the ManAmplifier, UltraWeapon, and SpectrumAssault Systems. Tagged Agent-7, his body was bathed in ultra-energies. When that didn't kill him as it had the last 6 agents, the government designed a custom suit tailored to protect and enhance his abilities. Finally they installed a self-customizing, neural controlled weapon system in the armor. Thats when things started going awry. The weapon system was as close to magic as tech gets. Tapping into his body's own newfound energies, the weapon would create any form of matter as a killing attack the Agent-7 could think of. However it was buggy and sometimes would malfunction, inflicting the damage on Harlan.

The designers installed autodocs and other support systems, but they couldn't get the system to function at 100% efficency. Agent-7 hated getting fried by his own weapon, so he worked on his natural hand-to-hand skills and now uses the weapon when he can't get good results otherwise.

One day he was rushed off base and flown to Washington. A supervillain named Pulsar had kidnapped the Secretary of Defense and KO'd a heroine that had tried to interfere. Agent-7 rescued both of them.

He fell in love with the gorgeous Quantum, and shared her views about many things. Pulsar vowed revenge and Agent-7 taunted him, "I beat you before, I can beat you anytime." The Secretary of Defense offered Agent-7 independent status as a goverment troubleshooter and enforcer. Harlan accepted and threw himself wholeheartedly into his new assignment. Taking on the name Code Blue, Harlan became a hardened warrior, fighting to protect innocents throughout the US. His commitment to the job at hand and his success at busting criminals has earned him the respect of his peers, the affection of a fellow heroine, and the hatred of villain groups all over.

Code Blue is a firm no-nonsense hero who takes his assignment and concentrates on it to the exclusion of almost everything else. His intensity can be a turn off for more lighthearted heros. He appreciates his abilities and loves to visit Quantum, but he has a job to do.

Tactics:
========
Code Blue will attempt to research a villain's weakness before plunging into combat. In a group situation he will hang back and watch before picking a target, and then will attack with his martial arts. If he cannot beat them in this fashion he will resort to the Killing Attack, programming it for maximum effectiveness for that target. He was once badly tortured at the hands of a psionic villian and will avoid combat with one if there is another target.

Possible Extensions and Campaign Use:

I playtested him vrs Pulsar and then Ogre, and Pulsar was a close fight. Ogre was too tough to chop-socky with. Had to retreat :-(. This character seems to have a real stun problem, thats one of the first things I'd bump up. Were it not for the speed and dex magic numbers, I might have left him with characteristic maxima.
