wears a gold pocket watch, that he often hold while
speaking.

Background
David was born to a rich southern Family, three generations of lawyers. He went to the best schools, and was given the best education. While he was not an outstanding student, he was well liked but everyone, students and teachers alike. He was always there to settle an argument, and was the first to befriend new students.

He went to Harvard, and continued a family tradition by going to Harvard Law. It was while he was at Harvard that he was first exposed to the equal rights movement, and he did not care for it at all. He quickly discovered that there were others with the same opinion, and one of them introduced him to the Ku Klux Klan.

When he went back to Atlanta, he was persuaded to run for office instead of working for his father's law firm. He was given a lot of support from the Klan, and was elected to the state House of Representatives, where he quickly impressed his fellow representatives. When the next national election was held, he was elected to Congress as easily as he was to the state house, again with support from the Klan.

During the next decade, he quickly rose in power in both congress and in the Klan. He was appointed to several influential committees, and was eventually named the Grand Dragon of the Klan in his state.

During his years in Washington, he has meet and befriended a large number of like minded individuals, in diverse professions and locations. Through it all, he has been able to keep his connection to the Klan secret, although not without the disappearance of a few investigators(reporters and what not,) in the process.

Personality/Motivation
David is extremely charismatic, and can pander to any audience. Even if a hero were to know his secret, it would be hard not to like this guy. Whether he is sincere or not, he always appears to be genuinely concerned about what ever topic he is currently talking about.

He is motivated by his desire to make the world the way it was. Or at least, how he thinks it was. He is not necessarily looking for a final solution, but he is looking for a way to reinstate racist laws and attitudes in society. (Segregation, anyone?)

The current welfare system is perfectly suited for this, as he sees it, as it creates generation after generation of people dependent on the state. Once this has been formalized, new policies can be instated, or perhaps reinstated.

After he closes the door, he looks to Justine "Justin, that is a nosy fellow. If he doesn't watch out, he might wake up one morning and find himself with a second smile."

Game Notes (Powers/Tactics)
I only gave David one follower, even though he is a leader in the KKK. I did it for the same reason that I would not make the President of the United States take it, or the CEO of a major corporation. Other members of the organization are not loyal to you, personally, but to the title.

I did not include a write up for Justin, as I think he deserves his own. However, as an example of what he's like, watch the Murphy Brown that has Pee Wee Herman in it. That will give you a good idea of what he is like.

He has no powers other than any weapons he might feel the need to use, although he has plenty of POWER. He will work behind the scenes to get the heroes in trouble, and will then lead a crusade against them. He will rarely resort to killing anyone, as he would prefer to destroy there character. However, if his secret is threatened with exposure, he will take any steps necessary to keep that from harping.

Congressman DuQuense will have no access to paranormal ability, unless there is any to be found in the organizations listed in his contacts. Even then, he would prefer to use normals for any job that needs to be done.

Plot Hooks
The Congressman can be an enemy, either to a single hero or a group. Either with their knowledge, or not. (After all, if they were to take the KKK as an enemy, and David decided to sic the press on them because of it, the character would have no reason to know what was going on.)

If you wanted to bring a little real world controversy into your game, the Congressman could be the guy for you. If his secret is ever discovered, it should be very hard for the public to be informed about it. Even if it is accomplished, David is likely to turn it around, and make the heroes out to be the villains, and himself just a poor victim.
