The Weredolphin
History:
Cast adrift when a terrorist attack blew up the cruise ship he was on, 4 yr. old Adolph Brenner was rescued by dolphins who had mutated slightly, giving them more intelligence than they normally would. The raised him carefully, in the warm waters of the South Atlantic. Unfortunately (?), they also raised him in radioactive waters, where he developed both a series of powers to help him survive as a human always in the water, and finially polymorphed into a dolphin form, where his powers were not needed underwater (he already had a water shield, why conjur one up?). 8.5 years later a vessel fishing for tuna accidently caught Adolph, and when he reverted to human on the deck, they brought him to New York, where he was finially convinced to rejoin human society instead of remaining a dolphin the rest of his life. He still bonded easier with other aquatic were-people, and he decided that everyone would be happier if they could swim in a cleaner environment than the current New York City harbor.

He is watched by the New York Sanitation Dept. both because he can quickly fix any problems that develop in the taxed system, but also because he seems to cause many of them. He has been fined a couple times, but in the end fixing the problem and doing some favor for them usually smoothes things over. Enemies of the WCCH hunt him, it is thought to "convince" him to leave off his crusade to clean the harbor (and thus cost many businesses money trying to shape up).

His usual job is to create ice sculpures with a were-polar bear with freezer powers, and his artistic gift is admired, if for no other reason than the medium is so different than other NYC artists. This supports him, though he has yet to produce something stunning enough to really earn him enough money to live conforably. Still, his improvement in this art form is constant, and he is developing a following. At the moment he live in a small house-boat on the harbor, where he can easily chose his form, as well as make much larger sculptures using his other form (who regretable has a habit of making scluptures that are less refined than the human form, showing the strange dolphin sence of humor that the human can more easily suppress).

Description:
Bottle nose dolphin, 12' long, 400 lbs, long scar along side given by enemy, Orcos. Is more playful than human form, and tends to panic when taken out of water, instead of simply reverting to the human form.

Stats: 6'1" Tall, 180 lbs human with matching scar where Orocas scratched him. Likes to hang around bodies of water so that he can revert whenever the mood strikes him (he must be fully submersed to be able to change to a dolphin). Works hard for the WCCH, trying to get the bay cleaned up. When he gets nerveous water tends to condense on and around him. He has a wide variety of water powers: a weak shield, fog to hide his movements, the ability to summon a strike of water from the air or ground, and his dolphin ability to control large bodies of water, though much less of it than his alter ego.

Because of his activity around NYC, he has a contact in the Mayor, as well as the head of the Water Works Troubleshooting Dept. of the NYC Water Works. He is on decent terms with the mayor, having forced a couple of the really bad companies to mend their ways without the mayor becoming involved; he is on medium terms with the Troubleshooting dept. -- he tends to blow up fire hydrants when he needs a lot of water quickly, but he also gives them very nice ice sculptures for their christmas party, and help them generally fix problems with the system, assuming that they can get ahold of him.
